Gas safety law: who must do what

A principle-level map of the duties gas safety law places on installers, landlords and others.

CCN1 is not only about appliances; it expects you to understand who the law makes responsible for safe gas work. This lesson sets out the shape of those duties.

The core idea in the Gas Safety (Installation and Use) Regulations is that gas work must be done safely by competent people. In practice, anyone carrying out gas work within scope must be registered with the Gas Safe Register and work within their competence.

Duties fall on several parties. Installers and businesses must work safely and only within what they are qualified to do. Employers and the self-employed have duties for the work they control. Those who supply, install or service gas fittings each carry responsibilities.

Landlords have particular duties. They must keep relevant gas fittings and flues maintained in a safe condition and arrange an annual gas safety check of the appliances and flues they are responsible for, keeping records and giving copies to tenants.

There are also duties on what to do when danger is found, including not leaving a dangerous appliance connected and following the unsafe situations procedure.

The thread running through all of it is the prevention of danger. Knowing which duty sits with which party helps you give correct advice on site and act within your own remit.
